Cover for Community Information Data Summary -- The cover folder was designed so that only one side of the paper needed ink, which saved on printing charges.
The tabs on the folder aligned with the tabs on each chapter, so if the chapters were put into the folder out-of-sequence, a particular chapter would still be easy to locate.
